Richard R. Charest is the Chief Executive Officer of Rehabilitation Hospital of Rhode Island and the President of Landmark Medical Center. He is a graduate of Northeastern University with a B.S. in pharmacy and Bryant University with an M.B.A. in healthcare administration.

Known as a strategic, results-oriented executive and for being a visionary leader with a passion for quality, patient safety and service excellence, he has a demonstrated record of organizational leadership and success, including the development and implementation of financial and operational turnaround strategies, the development of tertiary-level programs, and negotiation of programmatic partnerships with external organizations.

A native of northern Rhode Island, he currently serves as a governing board member of the Rhode Island Chapter of the American Heart Association and an advisory board member at St. Antoine Residence. He has held board appointments at the Rhode Island Blood Center, Rhode Island Drug Utilization Review Board, Rhode Island Board of Pharmacy, and the Visiting Nurse Service of Greater Woonsocket.

DEMETRA OUELLETTE
Chief Operating Officer
Rehabilitation Hospital of Rhode Island

Demetra C. Ouellette, OTR/L, MBA, is currently the Chief Operating Officer and Administrator of the Rehabilitation Hospital of Rhode Island with an outpatient rehabilitation clinic, contract therapy services, and urgent care centers. She led the hospital team in changing the culture to achieve a successful turn-around and re-position the hospital as the dominant acute rehabilitation provider in RI.

Ms. Ouellette is a healthcare executive with extensive experience in business operations and development for post-acute care, acute care, and physician services. She is results oriented with a consistent record of achievement in making non-performing rehabilitation hospitals, outpatient clinics, hospital service lines, physician practices, and nursing homes profitable.

She is a strategic thinker who adjusts to changes in the healthcare marketplace by developing and implementing strategies that achieve financial targets and excellent clinical outcomes. She gains people’s confidence and trust and motivates them to make the changes necessary to achieve results while creating a culture of outstanding service excellence.

Previously, Ms. Ouellette was the Corporate Vice President of Business Development for Select Medical Corporation; the President and CEO of an interim healthcare management firm; Vice President of Business Development for the Studer Group; Vice President Operations and Regional Director of Acquisitions and Development for Tenet HealthSystem. In addition, she was the Vice President of Rehabilitation Operations and Business Development for the Mediplex Corporation. In this capacity, she acquired, developed, and managed over 20 rehabilitation hospitals, clinics, and therapy practices across the United States. She also assumed CEO responsibilities for several of these facilities.

She received a Bachelor of Science from Tufts University, an MBA from Northeastern University, a Lean Six Sigma Healthcare Certification from the University of Michigan, and a Black Belt Certification in Process Improvement for Healthcare from Bryant University.

KATHY KEELING
Director of Nursing,
Rehabilitation Hospital of Rhode Island

Kathy Keeling, RN joined RHRI in 2004 as inpatient coordinator/nurse manager before being promoted to director of nursing. She has an extensive background in bedside nursing, as well as in nursing administration. In addition to earning her degree as a registered nurse, she also holds special certification as a rehabilitation registered nurse and as a legal nurse consultant.

Dr. Khin Sein Yin , M. D.
Medical Director,
Rehabilitation Hospital of Rhode Island

Dr. Khin Sein Yin graduated from the Institute of Medicine (1), Yangon, Myanmar in December 1982. She completed her Physical Medicine and Rehabilitation residency program at Loyola University Medical Center, Maywood, Illinois and went to the Puget Sound VA Hospital/University of Washington, Seattle, Washington in 1999 for her Spinal Cord Injury Medicine fellowship. She is board certified in Physical Medicine and Rehabilitation and Spinal Cord Injury Medicine.

Dr. Yin is the Medical Director for inpatient and outpatient rehabilitation services at the Rehabilitation Hospital of Rhode Island ("RHRI"). She also manages and provides services to the outpatient clinic at the Spine Center located at RHRI. Dr. Yin's goals are to provide compassionate and excellent care for all patients, tailored to meet their individual needs, with the focus on improving their physical, cognitive, emotional, and behavioral functions so that patients can return home with their families and lead a productive and good quality of life. She developed and co-leads a Parkinson's Disease support group for patients, families, and friends at RHRI.

Her areas of special interests are in stroke, spinal cord injury, Parkinson's disease, and brain injury.
